Tom,
The OEM copy of Windows XP Pro is not going to work. This is because the
OEM versions have a limited set of hardware configuration information
(usually just the hardware that particular manufacturer uses), which
probably does not cover the hardware Virtual PC 6.1 is emulating.
You will either have to get a full retail copy of Windows XP Pro, or the
Windows XP Pro specific disk image for Virtual PC 6.1
