Virtual PC 6 will only load Win XP

I recently purchased a 17" PB 1.5 Ghz @ 1 Gig RAM on the assumption I
could use VPC 6 (Stand Alone Edition) to wean me off of PC
applications as I have a considerable investment in software. I was
wanting to use Win 98SE (smaller footprint, lighter on resources) over
XP. However after following Microsofts own instructions (See
http://support.microsoft.com/default.aspx?kbid=824365&product=vpcmac)
at point # 15, I get a monochrome box with the error message, OS NOT
FOUND. INSTALL AN OS ON THIS HARD DRIVE. I have tried variations on
the instructions including installing Win 95, Win 98SE, Win ME and Win
XP to no avail. ONly Win Xp loaded. Can anyone see what I am
missing?
