I don't have any direct experience running ICUII under Virtual PC, but
I would guess that it is going to have problems. Any
computation-heavy media-rich program that is emulated will have
problems keeping up with demand; the emulation just isn't fast enough.
 For instance, many users have reported issues with sound drop-outs
with Virtual PC, just using a program like Windows Media Player. Some
folks with the best possible setup (fast processor and large cache)
report being able to run WMP, while nearly everyone on an iBook or
iMac (which lack cache) has reported problems rendering it unusable.
I myself originally was able to run Windows Media Player to listen to
internet radio, but a couple of updates later find that it now has
dropouts (this on a Powerbook G4 with 1 Meg of cache).

You would be well advised to choose one of the Mac-native video chat
programs. I use Squidcam myself, which has a Windows-compatible
version along with the OS X version.
