How to change the keyboard language in DOS?

Hello,
I am a German user of Virtual PC 5.0 and currently I have the
following problems:
- I am learning to program in Java and Pascal. As there are no free
compilers available for the mac I am using virtual pc. I have a
windows version for the java programming but I need to use turbo
pascal for MS-DOS for the Pascal.
- Typing the code I have to enter special characters like <> [ } ' \
etc.
I managed to change the keyboard settings in Windows but failed in
DOS. As soon as I open the DOS-prompt in Windows 98 I have my "ö"s
and "ä"s back again instead of : and '.
There must be a way of changing the keyboard layout settings in DOS
but I have no clue how to do it.
Can anybody help me out with this problem?
