Serial Number Snafu

This is weird.
1. Our company purchased Virtual PC (6.1) and installed it on an eMac. It
worked well for running our Legacy software under Windows 98-SE.
2. We purchased new OS X software that would, supposedly, do away with
the need to use Virtual PC for accessing our Legacy software. So, Virtual PC
was uninstalled.
3. After using the new OS X software for a while it was decided that we will
still need access to a few parts of the Windows Legacy software.
4. The following is what has happened as a result of trying to reinstall
Virtual PC on the eMac:
A. During the VPC install you must enter a serial number. This serial number
was apparently printed on the paper CD-sleeve that VPC was shipped in.
B. At some point in time, the VPC CD was removed from it's paper sleeve
and placed in a plastic jewel case (This is company S.O.P as jewel cases
protect the CD's better than paper).
C. Problem - The person that transferred the CD to the Jewel case didn't
realize the significance of the number printer on the CD sleeve and
discarded it.
* How did this happen? - This was the first time anyone had ever had a
Microsoft product that had a needed "serial number" placed on a CD sleeve.
All the Microsoft products we've ever seen had a "Product Key" placed on a
separate label, document or user's manual.
D. I called Microsoft tech support (800-936-5700) & explained the
problem. The tech did (using broken english) what he called a "Product Code
reissue" and charged $10 for it. He also gave me an Incident Tracking
Number.
E. Tried to install VPC using the "reissued Product Code". VPC promptly
rejected it.
F. Upon further investigation it was discovered (from the VPC Getting Started
Guide & from text printed on the Installer screen) that VPC was not
prompting for a "Product key" but for a "Serial Number" - and - the serial
number should begin with the characters "VPM6".
G. I called Microsoft Tech support again. Referred the tech to my Incident
Tracking Number and explained that I paid for a "Product key" when what I
needed was a "Serial Number". I also told him that the S/N should begin with
the characters "VPM6". I assumed he would need more information. I
thought he would at least ask for the Certificate of Authenticity number
which is (along with a lot of other info) on a large label pasted to our
original VPC Box. He did not. He basically said "OK, nuff said, you will
receive a call from a tech rep within the hour with a new serial number." It
has been two days & we've received no call (and our phones are manned
24x7).

Does anyone know if there some way of reaching Microsoft's Virtual PC
department directly. If yes, is this where I really need to go with my
problem? If not, should I try to call the 800-number tech support line again
or will that still be a waste of time? If none of this will work then is there a
Microsoft complaint department I can contact? We really need to get VPC
installed ASAP.
