Using Visual Basic without an admin account

Operating System: Mac OS X 10.4 (Tiger)
Processor: Power PC
Good morning,
Some one know how I can use Visual Basic without an admin account ? One of my customer with network account need to use some files that use Visual Basic, but we can't give to all an admin account.
