Almost certainly a bad Normal template.

Delete it, and re-name the Word 2004 Normal template before trying again.
Both versions of Word must be quit when you do this.

On first-run, Word 2008 will try to import the Word 2004 Normal template if
it can find it. If there's something in that that Word 2008 doesn't like
(such as Macros....) you can get this problem.
