That depends on what email client you're using...

If you're using Entourage the setting is in Preferences> Mail & News
Preferences - Compose.

In Apple Mail use the Edit> Attachments menu to set Send Windows Friendly
Attachments as the default or use the checkbox in the Attachments window on
a per message basis.

If some other email app check in the Help.
