Well, let's take the "easy" questions first:-)
Reinstalling applications on a Mac is rarely the solution to any given
problem. It usually isn't the app files that are at fault and the files that
may be broken don't get replaced during an installation anyway, so they
still have to be dealt with *plus* reinstalling reverts you to the base
version on the install disk so you then have to go through all updates etc.
It can very well exacerbate the issue & even cause other problems -
especially if not done properly.
I haven't checked in 10.5, but in 10.4's Help a search for "permissions"
brings up a list of about 25 topics, the first of which is "About testing &
repairing a Disk". The utility supplied with OS X is called Disk Utility
which can be found in the Utilities folder within the Applications folder.
There are also a number of 3rd party programs which include a Repair Disk
Permissions routine.
