Based on the later post I think we both are envisioning the same thing.
Although the method you describe would render the type of table needed I
don't know of a label layout designed to *print* that way. If printing to
plain paper or a full size adhesive *** to be cut into stick-ons that
might work. It's a matter of wanting oblong labels arranged *vertically*
[taller than they are wide] rather than horizontally. Unfortunately I don't
know of any label templates designed to print that way.
Mike: What you might want to do is scour the Avery site for label stock
intended for that type of printing. I don't think your intent is all that
unique, but if such a template exists it isn't included in those which come
with Word. What you want is to be able to print the content top-to-bottom
rather than left-to-right - the latter is how labels are typically arranged.

An Avery label is simply a "table" to Word.
If you click in the table cell, you can rotate the text inside the cell.
Now, all you have to do is construct a table in which you divide the column
of labels into two columns. Set the small one "rotated" for your three
rotated characters, and leave the large one normal for the full title.
Turn on Table>Gridlines so that you can see what you are doing!
When asking questions in here, everyone (particularly YOU!) saves a lot of
time if you can give full details on your first post.

especially if you're merging to the labels. If you'd care to be more
descriptive of exactly what you want to accomplish there may be other
options. Please specify what version of Word you're using should you need
more info, as well as what "does not seem to work" actually means:-)
