I'm afraid not - Publisher is not available for the Mac, it doesn't have a
compatible output format for any of the Mac (or PC) programs, and there is
very little that can actually be retained from a Pub file even using some of
the few options available.

However, in Word 2008 go to File> Project Gallery & on the New page select
the Newsletters listing. There are a number of templates there which can
make your job easier.

Work in Publishing Layout View. Modify the new document to suit your
requirements, then Save As in template format so you can generate new
editions of the newsletter based on your custom design. Have a look here for
