Possibility 1--there is something special about function keys that Word doesn't like. (I don't have an F13 and can't test this exact scenario)

Possibility 2--Word is not saving your Normal template for some reason, and since that is the default location for keyboard shortcuts, this assignment is vanishing.

Can you create any other keyboard shortcut, not involving function keys, and see if it is saved when you quit?

Also, if you are getting a message about "save the Normal template?" on quit, say yes.
