As you found out reinstalling does no good - unless you do a full removal
first... And this is typically the last resort on a Mac.

Is Office 2004 fully updated (11.3)? Use the updater from the Mactopia site
to do so. In fact, even if you have, it may not be a bad idea to reinstall
it as well as the OS X Combo updater from the Apple site.

Have you run Disk Utility - Repair Disk Permissions? If not, give that a try
first, then follow the above suggestions if necessary. Run the Utility again
after each update.

Make sure you didn't accidentally turn on "Word 5.1 Menus". Look under View
to see if there's a check next to that option. If that isn't the problem:
