This doesn't sound familiar....

My best first guess would be to try the corruption tricks on a COPY of the
document--each section break can actually get corrupted and it seems logical
a corrupt section might refuse you access to the header.

By the way, it's not always necessary to use section breaks to get a
different header--e.g., if the header is the chapter title, a single
StyleRef field in the header can change to reflect the most recent text in
ChapterTitle style. Details in the "Beyond numbering" section at the end of
this page, or describe your header and there might be a trick to use.
