Kevs,
I wonder if you are really talking about the "save changes to Normal"
prompt, which so far as I know, *only* ever shows up on quitting Word.
Restarting and rebooting should not have anything to do with it.

Also, if you have that option unchecked, there is no way you should get that
message. Exactly what message are you getting, and exactly when?
