I'm not saying you can't complain about MS or Office 2004. Feel free. In
fact, just in case you didn't know, you can send complaints directly to the
MacBusinessUnit of MS by using Send Feedback under Help, which takes you to
this website:
http://www.microsoft.com/mac/feedback/suggestion.asp
And you should, because requests for right to left can only help in the
campaign to get it. You can address the wider MS via this website
http://register.microsoft.com/mswish/suggestion.asp
or at mswish@microsoft.com, if you want to talk about their general attitude
to consumers. Just don't expect an answer, any which way. The MacBU
suggestions will definitely get read by people who have some input, I'm less
sure about stuff sent to MS Wish. I'm not implying you shouldn't complain
here, either, though it's my personal opinion that pure venting is more
productive when sent directly to the company.

But you need to focus your complaints a little better, because spending $400
to be "surprised" by a lack of features is your own fault. Plenty of people
found their way here to ask whether Office 2004 would support Arabic,
Hebrew, etc, and were told about about the limitations, and if I remember
correctly, some of that may even have been prior to the official release.
Noting the "ifrance.com" in your email address (and assuming that's a French
ISP) I will point out that there is an active French-language Mac office
group on the MS newsserver (maybe several?), and that some of the people
there were even *more* informed about what was happening with Unicode and
2004 than posters here were.

Sorry, but you hit a pet peeve of mine, which is people whining about the
money they spent (on *any* product) when they didn't even bother to ask what
they were buying. Complain about the program, sure, but if you laid out $400
without taking advantage of any of the various ways and means to discover
whether the program would support your needs, wasting your money is a risk
you chose to take, and you can't blame anyone but yourself when the gamble
didn't pay off.
