MS is in the middle of changing from the old, awful Web News UI to a newer,
somewhat-less-awful Web News UI. Unfortunately, the transition seems to be
taking forever and not all the portals have yet been changed over.

take you to a new one (which really *is* better though it still leaves a lot
to be desired):

The good news is that an even newer and (reputedly) much improved version of
Web News is in the works. Let's hope!

Better yet, as JE says, you can use Entourage or a dedicated newsreader to
read newsgroups!
