Hi Warren,
The reason for not having small caps is most likely that there have not been
sufficient requests for this particular feature.
MacBu is responsive to requests. Anyone who wants this feature should send
your request to Microsoft using the Feedback feature on PowerPoint's help
menu. It's entirely possible that it could become incorporated into a future
version if there's sufficient demand.
