When I try to import a CSV file (downloaded from Etrade), everything is posted
in the first column with the commas intact.

I tried saving it as an Excel CSV file and re-importing. Same thing.

On the re-import, everything looks OK on the preview, but it still piles
everything into the first column.
Are you opening it with the Text import wizard? What are you specifying for
a delimiter?
