Probably because nobody else can reproduce it.

I don't see anything on a quick Google search for Version Cue, but I
would probably try uninstalling that to see if XL performance were
affected.

Other than that, I can't think of *anything* that would cause that
behavior that wouldn't have been disabled by starting up with macros
disabled, or that you haven't already checked. Especially since you've
seen it through "many, many versions".

I almost never recommend this, but the last resort is always to remove
Office (using the Remove Office application on your install disk), and
reinstall Office and updates.
