Tim -- I'm not quite sure what you mean by "Auto refresh" here -- are you
talking about the Automate button in the save as HTML dialog
where the workbook is republished every time it is changed/saved?

Is auto refresh in excel a document specific or user specific setting
on a shared document?

If I set the auto refresh to 5 minutes and save the document, should
all users who open the document have this preference/setting or does
each individual user have to set this for themselves??
