I can't resize my toolbars!!!

This happened in my last version of Office:Mac. It's the same way in
Office: Mac 2004.

I can't resize my toolbars so I can see all of my tools. The toolbars
don't even go halfway across my desktop. I have tried grabbing the
handle in the lower right-hand corner and pulling. Nuthin. It looks
clickable. It looks drag-able. It's not.

I like to customize my toolbars, and I like to see all my tools. I
don't want to have to click on the triangle to see a drop-down menu of
the rest of my tools.

Is this possible? Am I missing something? I've used Excel on a PC and
Mac for years and years, and I've always been able to resize my
toolbars.

Also, why

BTW, my version of Office is updated to the last update. I'm using it
on OS 10.3.8.
