A few more pieces of info:

Disable any schedules you have for other accounts so that they don't get in the way of troubleshooting.

First, open the Progress window from the Window menu. Now, when you click through folders in your Exchange account do you see any synchronization activity with your Exchange account in the Progress window? You should at least see little blips of activity.

If you're able to send but not receive then your account settings are correct. I'm going to guess that you've set up your Exchange account to connect to a front-end Outlook Web Access (OWA) server instead of your back-end Exchange Server where your mail is hosted. Review these instructions <http://entourage.mvps.org/exchange/exchangeatwork.html> and compare your setup. Are they similar?
