Since you've discovered that yourEntouragewas set to an incorrect time
zone and you've basically entered all your information under the
incorrect time zone, I would think you'll need to manually adjust each
of the incorrect events. Going forward, obviously, shouldn't be a
problem.

I believe my Entourage was set to an incorrect time zone for only a
few minutes right after I installed Apple's DST Update. The problem
was immediately obvious. I don't think I entered any new events
during this period.

The events that are displaying improperly were input well before I
installed the Apple update. When I open them individually, I find the
time in each event is accurate; it's just that they are being
displayed inaccurately. Inside each event is a banner that reads:

Event time zone: Perth (Displayed)
Your computer's time zone: Asia/Hong_Kong

I had this same problem before Apple released its Panther DST update
when I briefly installed an unofficial DST update (from Ian Ward
Comfort at Stanford University <http://www.stanford.edu/~icomfort/
panthertz/patch-panthertz.sh>) . The problem disappeared as soon as I
uninstalled the unofficial DST update.

I'd gladly uninstall the Apple update, but I everything I read says
it's a must-have. My computer overall seems to be fine. The only
problem is with Entourage. Perhaps an 11.3.5 update would solve the
problem?
