I am running Entourage (Office X, updated to 10.1.9) and OSX 10.4.8.
There is an annoying issue with the calendar which seems to be ralted
to daylight savings time. I have regularly scheduled meeting set up on
Entourage, but the times change by +1 hour for the last 3 weeks of
march for any event. This occurs even if I create a new calendar event
within this time period. Is there a fix for this this problem? Thanks
in advance for any help you may have.

The only alternative to updating as Paul suggests is semi-annual manually
updating. See the instructions under "Options for users with older releases"
in Diane Ross' article on the Entourage Help pages:
<http://www.entourage.mvps.org/articles/daylight.html>
I advise updating!
Have you tried the DST updates now available via the OS X Software
Update tool?
