Seems there was a preference when you installed the OS to select if you
observed daylight savings time. A quick search of Apple Help shows nothing.
I suggest selecting a different time zone in System Preferences "Date &
Time".

This issue was addressed in the Office 11.3.3 update.

I was too quick to answer. Microsoft has not to my knowledge addressed the
issue of what to do for users that do not follow DST. The update 11.3.3
fixes the time change for Office 2004 users only.
This year there will be problems for users that have older Oses and versions
of Microsoft Office installed. Numerous other large companies like Red Hat,
and Sun also have not offered up solutions AFAIK.

After doing the research for the article I can say it's a sorry state of
affairs that this issue cannot be resolved for all users.
