I have escalated this direct to the MBU at Redmond.

Their response is:

Two developers have each set up a POP & IMAP account with a username that
includes a '%' symbol and been able to connect without any problem.

They have also reported the problem to their test team who also state 'no
problem'.

They ask if you can provide any more specifics on the connection that is
giving you problems - Is the account a POP account or an IMAP account? What
is the server you are trying to connect to? (no need to give a login, just a
server address will allow them to query the server to see what mail server
software is running). Can you install either TCPFlow or MacSniffer to log
the network traffic directly - this may give some more clues on what is
happening.
