Internet Explorer 5.1 for Mas OS 9 locks up

Suddenly a day ago...before or after I establish an
internet connection, when I try starting Int. Explorer
for Mac OS 9, the title loading screen comes up and
becomes frozen and stuck when it says it is trying
to "Initialize Internet Services." The web browswer as a
result does not load at all...it just remains stuck on
the opening title screen with that phrase. Why is it
getting stuck?

I tried a netscape browser just to make sure the problem
is only limited to Internet Explorer and Netscape seems
to work fine all the time.

What should I try?
