IAS Service will not stay running, new W2k3 Server

I have a new W2k3 Server, its a Domain Controller that I am setting up IAS as
a Radius server for WPA-PEAP use.

The IAS service itself will not stay running and no event message is being
generated in the event logs. The dnary.mdb and ias.mdb both exist in
C:\WINDOWS\System32\ias folder.

I am at a loss as I am getting no errors to go off of to start
troubleshooting the issue.

Any help would be greatly appreciated.
