Radius Client definition

See the MS IAS limitation of 50 RADIUS clients for Windows Server 2003 Std.

When using IAS in Windows Server 2003, Enterprise Edition, and Windows
Server 2003, Datacenter Edition, you can configure an unlimited number of
RADIUS clients and remote RADIUS server groups. In addition, you can
configure RADIUS clients by specifying an IP address range. However, when
using Windows Server 2003, Standard Edition, you can configure IAS with a
maximum of 50 RADIUS clients and a maximum of two remote RADIUS server
groups.
We are planning to use RADIUS to authenticate users coming through multiple
Wireless Access Points , through a Wireless Controller.
Does the 50 client limitation mean only 50 concurrent end users or 50 WAPs?
