IAS (Internet Authentication Service) is Microsoft's RADIUS
implementation and is an installable component on all Server OSes.

Forgive my ignorance, but from what I read about IAS, it sounded like
it was a pointer. If a user logged in they would be using the domains
user list to log in. My goal is to have separate list users log on
with. A two teir log on if you will. Or is my assumption wrong?
Sorry, I don't understand what you're asking. IAS can authenticate
against AD or a local SAM and with Win2k3, it can act as a RADIUS proxy.
Perhaps one of those meets your needs. There are several good white
papers on IAS on the MS site that may help (the built-in Windows help is
pretty good for this, too...open Help and Support and search for Radius
Proxy).
