ias 2000 policy / condition matching

would like to establish one policy that matches the connections from;

i. cisco vpn clients,
ii.telnet vty lines.

would seem i need to use conditions based on the attrbiute values from the 2
different connection types.

have looked at the radius logs, but the attribute values in the IAS server
that i can do condition checks on, (such as NAS-port-type, tunnel-type) do
not seem to be in the log either at all, or have the same values

could anyone offer help on what attribute/value can be used to differentiate
the above connection types
