I am not certain that I understand your hardware setup, but basically if
you want to separate the processing of the connection request and
accounting for the request you can use IAS as a proxy that forwards
accounting requests to one IAS server and connection requests to another.
Or you can have the IAS server act as both a proxy and a RADIUS server,
where it forwards accounting requests but processes connection requests
locally.

would I specify vendor specific attributes and capture those
attributes that specify to be captured?.
I do not seem to see a way to add vendor specific attributes without
having "authoirization".. All I want is to log "accounting" packets
only for my vendor specific attributes.
