New RFCs on IAS

Hello,
for a new project in a relatively big ISP we are considering on
whether to use IAS or FreeRadius. We need to add specific extensions
to it. I personally prefer IAS (due to my development experience on
it) but I have a few questions:

1. Are there any plans for IAS to adopt RFC 3576 (Dynamic
Authorization Extensions or Radius Disconnect) ?
2. Are there any plans to adopt RFC 4590 (for SIP VOIP)?
3. Are there any open source samples of extension dlls for IAS that
can do stuff like authentication with a SQL DB, handle a state-server,
etc? I remember the MSDN samples were very primitive.
