Hi Ankit,
You can try to capture the radius request on netmon at the
IAS server end and analyze the packet to see what's incorrect in the radius
request coming to the IAS server.

Hello,

I am trying to connect a windows mobile 5 device to a network. The
device is sending the information to the IAS server, but
authentications fails with reason-code 3.
The mobile device is using its GPRS connection. I can get the user
credentials authenticated through mobile phone on the same server. Is
there anything extra that needs to be done on windows mobile 5.0?
I couldn't find much help on the web for this reason code.

Here is a snapshot of the event log on the server:
