I saw that there is limit of 50 radius clients that can be configured
in IAS. So if I want to have 60 routers using IAS for authentification

That limitation applies only to Windows Server 2003, Standard Edition. With
Windows Server 2003, Enterprise Edition, the number of RADIUS clients that
you can configure in IAS is unlimited.
