Wired 802.1x with IAS & HP 2650 switches = error 16

We're trying to set up a test for guest usage to provide Internet access.
The computers will not be a part of our domain, so we have to use Windows
domain credentials, which is actually a good thing since we can turn the
accounts on and off.
The switch is an HP 2650 with the current firmware (downloaded and installed
yesterday). We're trying to authenticate to a Windows 2003 SP1 Server IAS
installation running on an ISA 2004 server. We already use this IAS server
for other purposes and it works flawlessly.
When the non-company XP SP2 laptop is fired up, we get the bubble to click
on to enter credentials, but the credentials are not accepted. The IAS log
shows the correct domain\user name but gives an error 16 and says the user
name or password is incorrect.
The switch has EAP and CHAP. Win XP has EAP, sub options of MD5, PEAP, or
cert.
No combination of authentication method we try works. If anyone has done
this (successfully), hints would be appreciated.
