Unfortunely, I am using Windows 2000 Professional with SP4 installed therefore I do not know if there is a version of IAS for Windows 2000 Professional or do you know any other software as you know right now I can't afford W2K Server or XP at this time.

Both Windows Server 2000 and Windows Server 2003 include Internet Authentication Service (IAS), which is Microsoft's implementation of the RADIUS protocol, so if you are already using one of those products, you have the software you need.
