Quarantine vs. different policies

Hi,

We intend to install a wireless network in our company. We like to achieve two goals:

1. Wireless capable computers should be able to connect (encrypted) to every server in our network.
2. Visitors should be able to access the internet and a special web site where they can download presentations and such stuff only.

If I understand it right, I have two possibilities:

1. I can create two different policies. One with a network filter to restrict clients to the public area on the web server, a second one with no restriction but limited to authenticated clients.
2. Use of the Network Access Quarantine Control.

Is there a suggestion what method I should prefer?
