SSID restrictions are done in the RESPONSE to the AP. Essentially, the
RADIUS server will respond with a RADIUS attribute that said
ssid=xxxxx. When the AP sees that, it'll see what SSID the user is
attached to, and what SSID the RADIUS server said to use. If it doesn't
match, the user is deauthenticated.

You must have an AP capable of doing this, though... i.e. Cisco
Aironet.
