First the Cisco AP has to be configured to allow it.
Key management has to be set to Optional.
WPA, by definition, means encryption (TKIP or AES)
On the Client system, you cannot select WPA, as that only allows TKIP or AES.
You have to select Open Authentication, and then Encryption disabled.
