Blocking Rogue AP's

Thanks in advance ...
We have installed IAS and Certificate services on our company network, and
set up restrictions using the friendly name and IP of our "authorized access
point" and every thing works fine ....however as a test we pluged a non
secure, non configured AP into our network and were still able to get in
using it, so it seems I am unable to block the use of unauthorized AP's on
our network...which was the whole point of IAS and Cert Services .....what
have I missed ?

Running Win 2000 server on all domain controllers
