Creating GPO To Configure Wireless Settings On Clients

I am trying to setup a GPO to configure the wireless settings on
clients on WIndows Server 2003. However, when I try to configure the
Preferred Networks tab in the Security Settings I cannot add an AP.
When I click the "Add" button, I thought I would get the "New
Preferred Settings" properties. I click on "Add" and nothing happens.
Has anyone seen this behavior before? Thanks.
