I posted your question internally here and this is a response I got:
"This might not be a problem at all!
It's possible that the AP has a short reauthenticate time, or
Session-timeout is set on the server. The AP continuously doing
pre-authentication (WPA2) or the user is either Roaming or is in a dead
spot/high noise/poor coverage between two or more AP's and he keeps hopping
between them
A good netmon sniff would help diagnose this problem, disabling
reauthentication on the AP (Cisco 1100's, 1200's and a bunch others) would
also help"
