Ray,
First make sure that your AP ip/dns name is configured in your list of
RADIUS clients in IAS.
To do a MAC address authentication, you will need to user the
CallingStationID condition in IAS.

has some details on this.
If it still does not work, look at the event log to see what IAS says. You
can copy those events and someone can tell you what may be wrong.
