Microsoft Windows IAS RADIUS Server (HELP)

I am looking to install Microsoft Windows IAS RADIUS Server Onto a server
2003 system so that it can be a replacement for an dieing server and its 3rd
party software radius. This 3rd party software gets its info from a SQL dB
that contains info such as client's users / passes account status (active /
or not) and logging info such as the phone numbers dialed ip etc.

Can IAS do this?
