If you just copied the ias.mdb database, it will not back up all the
required information. netsh also backs up some registry keys that could have
been used by the admin to fine tune the behaviour of IAS. There is a list of
these reg keys in the IAS white paper in case you would like to read about
them.
Netsh also does one more thing that copying ias.mdb will not do: it can
upgrade the database form one version to any higher version. If you copied
ias.mdb from W2k to say W2k3, it will not work (IAS service will probably
refuse to start), but netsh will migrate the settings so that it will work
on the new OS.
