Yes, IAS can run fine in an NT4 domain. You can't however do machine
authentication since NT4 doesn't have the concept of machine accounts. (It
doesn't have AD)
You will need to setup a CA, or obtain a public certificate for your server.
This CA can coexist on the same server as well
