Same SSID, different channels is correct. Neighbor APs should use non
overlapping channels (1 - 6 - 11) & not just different channels (1 - 2 - 3)

Roaming is a client based decision; not an AP based decision.
It would be interesting to know what criterias/threshold the WZCSVC service
uses when deciding to roam?

You could use a site survey program to assess signal quality in the
different areas...
