You don't have to have Windows Server 2003 SP1 simply to do WPA.. you will
just need to manually configure the clients.. Just so happens I'm currently
connected on a laptop that is wirelessly connected using 802.1x
authentication from a Windows XP Pro client with WPA/TKIP/PEAP-EAP/TLS
authentication against a SBS 2003 server with IAS. However, based on that
note you won't be able to test configuring the clients via group policies
for WPA until Windows Server 2003 SP1.

For testing with XP clients you may want to take a look at the XP SP2 RC on
your test machines..

some information as following:
Manual configuration of WPA settings: The support for
setting Windows® XP client WPA settings using group
policy is not available in the versions of Windows®
earlier than Windows ServerT 2003 Service Pack 1. Until
Service Pack 1 is available and you have deployed it in
your organization, you will have to configure your
clients manually (there is no way to script WLAN settings
for Windows XP). You need to install Service Pack 1 only
on the server on which you are editing the WLAN settings
Group Policy object (GPO); it is not required on the
clients, domain controllers, or IAS servers.
